Shell has urged Nigeria to maintain energy-sector reforms, attract sustained investment and strengthen partnerships among operators, regulators and host communities to support long-term energy development.

Ronald Adams, managing director of Shell Nigeria Exploration and Production Company, made the call while delivering a keynote address at the Africa Energy Conference at Lagos Business School, according to reports published on 11 and 12 October.

Regulatory certainty and project delivery

Adams highlighted regulatory certainty and the effective implementation of reforms as important factors in keeping investment attractive. He also called for collaboration among operators, regulators, NNPC Limited and communities to help develop Nigeria’s oil and gas resources.

The argument reflects a wider challenge for the sector: resource potential alone does not guarantee new production, reliable infrastructure or broad economic benefits. Companies need predictable rules and workable project timelines, while communities expect engagement and tangible benefits from developments taking place around them.

For Nigeria, the investment question extends beyond attracting capital. The country must also convert projects into production, strengthen local participation and ensure that energy development supports jobs, public revenue and dependable supply. These outcomes will depend on policy execution and cooperation across the industry.
